Mark the priorities of releasing party and recipient separately: one machine may be ready earlier, another needed first at the destination. Note such dependencies and state which order is mandatory and which is merely preferred. Dependencies should refer to machine identifiers, not internal project names. A numbered purchase list is not yet a delivery sequence.
